A friend of Liu posted online that the suspect had lived with the victim, but police would not confirm that, or explain why she moved so suddenly.
A person of interest was interviewed early in the investigation and released. At the time, police said they were a check out his alibi.
Police would not confirm if the man arrested is the person whom they had interviewed.
Friend of the victim in China told CTV News in Beijing to watch a man trying to kiss before Liu of assault on him.
He said that his conversation with his girlfriend webcam was interrupted when Liu heard knocks on the door about 1 a.m. Friday. A man entered the apartment and wanted a hug, but grew aggressive when Liu refused. The webcam was then disconnected.
"At this time, my mind went blank and I was cursing him of my webcam, I so far as I could not join it."I felt so helpless and I could not calm down until the end, the guy has closed the computer, he told CTV, adding then he contacted friends of Liu to the Canada.
The head of the Toronto police homicide team said a new "team approach" to a murder investigation - assignment of a team of detectives to a fresh case only two - led to the quick arrest.
